MAN ARRESTED FOR FAILING TO DISCLOSE HIV STATUS TO SEXUAL PARTNER

The Bay County Sheriff’s Office with the assistance the Florida-Caribbean Regional US Marshall Task Force, arrested Monti Ray Davis on charges related to failing to inform a sexual partner of his HIV-positive status before engaging in a sexual relationship, as required under Florida law. 
An investigation began after the victim came forward and reported that she had been involved in an ongoing relationship with Davis between January 2026 and May 15, 2026. During that time, the victim says Davis never informed her that he was HIV positive. 
According to the victim, the relationship ended after Davis became increasingly controlling. Following the breakup, she began researching his criminal history and discovered that Davis had previously been charged and convicted on two separate occasions for the same offense, engaging in sexual activity without informing partners of his HIV-positive status. 
The victim confronted Davis about what she had learned. During that conversation, Davis admitted he had not disclosed his HIV status, reportedly telling the victim he believed he had protected her by wearing a condom and taking prescribed medication. The victim also told investigators she had no knowledge of Davis’s HIV status until after the relationship ended on May 15, 2026. 
Under Florida law, individuals who know they are HIV positive and have been informed they can transmit the virus are required to notify sexual partners before engaging in sexual activity so that informed consent can be given. 
The victim provided a sworn statement to investigators, and based on the evidence gathered, probable cause was established for Davis’s arrest who was apprehended today.
