Aaron Brooks And Javonte Russ Arrested After Murder Of 17-Year Old

PANAMA CITY, FL - On November 25, 2025 officers with the Panama City Police Department responded to Foxwood Apartments at 1701 Hamilton Ave. regarding a shooting. Upon arrival Officers located 17-year-old Tamir Rice, who had suffered a gunshot wound. Members of Bay County EMS and Panama City Fire Department attempted lifesaving measures, but he ultimately succumbed to his injuries.
Detectives, Crime Scene Technicians, and Crime Analysts began investigating the incident, which they were initially told was an accident, of Rice shooting himself. Thorough the investigation it was learned that 19-year-old Aaron Brooks shot Rice and tampered with evidence at the scene. Javonte Russ, age 17, provided false information in an effort to mislead Detectives.
As a result of this incident, the following arrests have been made:

The Panama City Police Department would like to thank the community members who came forward with information. The support and cooperation of everyone led to the suspect in this incident being arrested within six hours, providing closure and accountability.
