Parking Violation Grace Period Ends October 1st, Citations And Fines To Be Enforced Citywide

PANAMA CITY, FL – The City of Panama City has officially adopted Ordinance No. 3271, amending Chapter 22 of the Panama City Municipal Code to introduce new parking violations, establish a schedule of fines, and apply these rules to golf carts in addition to traditional motor vehicles. The City Commission passed this ordinance with the goal of enhancing traffic safety, reducing roadway congestion, and making public parking more accessible for residents, visitors, and businesses citywide.
Throughout September, the Panama City Police Department has been issuing warnings for violations observed in highly frequented areas like Downtown Panama City, St. Andrews, and along 23rd Street. Officers have reported common infractions such as wrong-way parking or parking against the flow of traffic, obstruction of fire hydrants, and improper use of designated parking zones. These warnings are part of a grace period meant to help educate the public on the new rules before fines are enforced.
Beginning October 1, 2025, the warning period will end, and citations will carry financial penalties ranging from $20 to $250, depending on the nature of the violation. As part of the Ordinance, law enforcement officers are now equipped to issue tickets or notices of violation to drivers or registered owners of vehicles in violation of these updated codes. Vehicles that accumulate three or more violations may be subject to booting or towing. Notably, golf carts are now considered motor vehicles under this ordinance and are subject to the same parking rules and penalties.
