BAY COUNTY, FL – Many members of the Moms for Liberty (M4L) Bay County Chapter attended the September 23, 2025, Bay District Schools board meeting to support the formation of Turning Point USA Club America chapters in Bay County high schools.

“Following the tragic murder of Charlie Kirk,” commented M4L Bay County Chair, April Gibson, “over 100 parents and students have reached out to our M4L group and asked how to get Turning Point chapters in our schools.” To start a Club America chapter, all that is required are three student leaders, one teacher sponsor, and notification to the school administration. Students and teachers can sign up at tpusa.com to connect with others interested in their schools, receive support, leadership training, and materials.

Gibson pointed out that Mosley High School Principal, Brian Bullock, has rejected three separate requests to form a Club America in their school, citing a missed club deadline to sign up and concerns that the new club would draw students away from other clubs.

“The Mosley handbook has no reference to such a deadline, and the Bay District Schools Policy on extracurricular activities … includes no explicit deadline to start a club,” said Gibson. She explained that the federal Equal Access Act mandates that all non-curricular student clubs be treated equally. “Florida state law further protects students’ rights to express their conservative viewpoints,” she added.

“Blocking Turning Point clubs dishonors Charlie Kirk’s legacy and silences our conservative students who are inspired by his sacrifice to speak out against the leftist indoctrination happening in our schools,” said Gibson.

Michelle Brown, Membership Director for the Bay County M4L Chapter, explained, “This is not about politics. It’s about principles. TPUSA clubs teach students the foundational values of our republic—liberty, personal responsibility, free enterprise, and constitutional rights. These are not partisan ideas. They are American ideas, and in a time when many young people feel disconnected from their heritage and overwhelmed by ideological noise, TPUSA provides a space to explore, question, and grow.”

School Board members responded with a discussion on whether club deadlines are mentioned in the BDS or Mosley policies. District 3 board member, Chris Moore, explained that he researched the matter and found no club deadlines mentioned in the district or Mosley policies. Steve Moss assured the public that they would look into the matter.

Gibson also pointed out that parents are no longer able to see the livestream or recordings of public comments at the school board meetings because they were shut off in 2010. She called for transparency in BDS school board meetings, including the public comments in their entirety in the live stream and archived recordings, so that those unable to attend the Thursday 3 pm meetings could stay informed by watching from home.

TPUSA spokesperson Andrew Kolvet posted on X that before Kirk’s death, there were about 2,100 college and high school campus chapters. Following the September 21st memorial service for Kirk, he posted that they now had over 120,000 inquiries.
