Illegal Alien, Elcio Teixerira Moreira, Arrested After Attempting To Run Woman Off Road

BAY COUNTY, FL – Bay County Sheriff, Tommy Ford, announced the arrest of an illegal alien early Sunday morning, Sept. 21, 2025, after the BCSO received a 911 call from a woman in her vehicle on Hwy. 231 who reported a man in a Ram truck was pursuing her, driving recklessly at a high rate of speed.
 
The responding BCSO deputy observed the man in the truck following the woman, who was trying to get away from him. The woman noticed the deputy and flashed her lights to signal him. The deputy got behind the two vehicles and observed the man in his Ram truck pass the woman and swerve in front of her. The deputy estimated their speed was between 105 and 110 miles per hour. The victim began to slow her vehicle as the deputy, in a marked patrol car, got behind the Ram truck and activated his lights.
 
The man in the Ram truck continued to drive at a speed of about 60 miles per hour but did not attempt to pull over or stop his vehicle in response to the lights. Once the deputy and the man in the Ram truck were near Pro Gear on Hwy. 231, the man turned on his emergency flashers and entered the left turn lane. At the end of the turn lane, the driver stopped the truck, ignored the deputy’s commands to stop, and ran on foot, northbound on Hwy 231.
 
The man fled into thick brush off the side of the highway near the railroad tracks. The deputy quickly located the man lying in some bushes. Another deputy arrived and assisted in the arrest.
 
The man, dressed all in black, was identified as Elcio Teixerira Moreira, age 28, by a Brazilian passport in the vehicle. A loaded pistol was found in the truck. Several other passports belonging to a woman and a juvenile were also found in the truck. Moreira was charged with Fleeing and Eluding Law Enforcement, Driving Without a Valid Driver’s License, Reckless Driving in Excess of 100 mph, and Resisting Arrest Without Violence. 
 
Deputies spoke with the victim, who stated she was driving home after completing a babysitting job when Moreira appeared behind her on Star Ave. He followed extremely close on her bumper, scaring her. The man increased his speed when she attempted to get away from him, pulling at times beside her, trying to make her swerve off the road. The victim did not go home, concerned he would then know where she lived. She then turned onto Hwy. 231 and tried to get away, while calling 911.
 
After interviewing the victim, Moreira was also charged with Aggravated Assault with a Deadly Weapon, and ICE has placed a Hold on him.
