Michigan Trio Arrested In Bay County For Bank Fraud Using Fake IDs

BAY COUNTY, FL - The Bay County Sheriff’s Office has arrested three Michigan men on July 30, 2025, in connection to a fraud case involving false identification cards being used to open bank accounts at several banks in Bay County.
The BCSO Criminal Investigations Division began investigating the incidents, determining there were at least three suspects involved. They were going to different banks in Bay County, using different fake driver’s licenses to open bank accounts in each bank.
Using investigative techniques and the technology of BAYROC, investigators located a car known to be used by the suspects at a gas station near Kingswood Road. Investigators located Robert Anthony-Rickie Percy, age 38, of Detroit, Michigan and Rahnaz Lavontae Francis Moore, age 30, also of Detroit, Michigan, at the gas station. They were taken into custody. Both men were charged with Possession of a Forged Driver’s License or ID Card and Impersonation with Use of Another Person’s ID Without Consent and booked into the Bay County Jail.
After reviewing surveillance videos from some of the banks involved, investigators realized a third suspect had been picked up by another vehicle. This vehicle was located near Highway 77 and 23rd Street. Investigators went to the area and began searching. The third suspect, identified as Ramone Martel McKinny, age 42, of Southfield, Michigan, was found in a business at Highway 77 and 23rd Street and arrested. McKinney was charged with Possession of a Controlled Substance, Possession of a Forged Driver’s License or ID Card and Impersonation with Use of Another Person’s ID Without Consent, and Fraud-Impersonate Misrepresent Self.
The investigation is ongoing with additional arrests possible.
